The House of Representatives Administrative Department led by Deputy Secretary General (DSG) Dr. Ramon Ricardo Roque, CESO I, Diplomate, through the Medical and Dental Service (MDS) headed by Director Dr. Jose Luis Bautista, on Wednesday hosted a webinar seeking to raise the awareness of the House workforce on mental health.
DSG Roque opened the webinar, entitled “Interaskyon sa Isip Pinoy (ISIP): Mukha at Anyo ng Depresyon,” emphasizing that mental health has been one of the global public health concerns for over a decade now, with depression continuously increasing due to numerous environmental, filial, and societal impacts.
He cited that mental health illness has been the third most common disability in the Philippines. DSG Roque added that the government is doing its part to address this through the enactment of Republic Act 11036 or the “Mental Health Act of 2017.”
“We want to let you know that we care. We are initiating programs to reach out to you to keep you happy, healthy, and productive,” he added.
House in-house psychiatrist Dr. Ma. Bernadette Manalo-Arcena discussed the symptoms of clinical depression, its bio-psychosocial etiology, and management techniques. She stressed that depression is abnormal and suicide is an emergency. Depression is caused by several factors. However, there are treatment options.
For his part, Dr. Bautista assured that the MDS would tackle mental health illnesses head on, treating these equally as other health concerns. “We will not relegate mental health to the background anymore,” he said.
Dr. Bautista also announced that the MDS plans to sponsor a training seminar aimed at enabling secretariat supervisors to help their staff and implement appropriate interventions for persons in their units experiencing mental health problems.
More than 300 employees took part in the webinar. Attendees were given the opportunity to ask Dr. Arcena about specific mental health concerns.
