Secretariat officials of the House of Representatives on Wednesday warmly welcomed and interacted with officials the Office of the Parliament Speaker (OPS) of the Bangsamoro Transition Authority (BTA) who embarked on their benchmarking activity with their counterpart offices at the HRep.
House Deputy Secretary General (DSG) Dante Roberto Maling welcomed the BTA officials in behalf of House Speaker Ferdinand Martin Romualdez and Secretary General Reginald Velasco. “It is so heartwarming on my part to know that we in the House Secretariat are looked upon as big brothers, someone to impart knowledge and experience,” he said.
Others HRep officials who met the BTA officials were Office of the Secretary General Executive Director Marmoi Salonga, Knowledge Management and System Bureau (KMSB) Executive Director Atty. Roentgen Bronce, Planning and Management Information Service (PMIS) Director Atty. Portia Silang, and Supervising Legislative Staff Officer III Jerome Cubelo, Legal Affairs (LAD) Deputy Secretary-General and Gender and Development (GAD FPS) Focal Point System Co-Chairperson Atty. Annalou Nachura, Protocol and Special Affairs Service (PSAS) Director Karen Reside, Human Resource Management Service Service (HRMS) Director Annabelle Hufanda and Personnel Welfare and Development Group (PWDG) Head Marites Butalid-Sazon, Internal Audit Bureau (IAB) Executive Director Stella Doller, Management Audit Service MAS) Director Maria Liza Pascual and Fiscal Control Service (FCS) Director Atty. Renato Camelon III, as well as Information and Communications Technology Service (ICTS) OIC-Director Joseph Andrew Javillo.
BTA Planning Division Chief Jehan Mitmug-Umpa, BTA Internal Audit Chief Josefa Macasayon, and BTA Management Information System Division Chief Engr. Mohammad Nizhar Acmad led the OPS-BTA delegation.
The BTA officials expressed gratitude for the new knowledge and best practices they gained, especially pertaining to knowledge management, human resource management, internal audit, ICT, and GAD.
Dir. Reside said the House officials also learned from the BTA officials’ practices and experiences. Dane Paolo Aquino of PSAS served as moderator during the whole-day benchmarking activity. The activity was undertaken to enable the OPS-BTA officials to learn as much as they can during the transition period and determine how their counterpart offices, such as the HRep, perform and carry out their functions.
The BTA was organized as a transition body exercising executive and legislative powers over the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) which was created after the ratification of the Organic Law of the BARMM in 2019. The transition period from the BTA to the BARMM was effectively extended to six (6) years when President Duterte signed into law Republic Act 11593, which set the election of BARMM officials in 2025.
